Introduction

In March 1990, the National Punjabi Language Programme began its first regularised week-end classes for students from pre-primary to A level at mainstream schools under the leadership of Mr Bhajan Singh. The Singapore Sikh Education Foundation was officially launched on 30 December 1990 by BG George Yeo, then Acting Minister for Information and the Arts. The programme has grown, successfully preparing students for landmark examinations from PSLE to A Level. Following the establishment of the Board for Teaching and Testing of South Asian Languages (BTTSAL), on 23 January 2003, a coordinated curriculum was implemented. Over the years, the programme grew under the leadership of the late S Santokh Singh Ji and Mdm Gurdial Kaur who is the present Chairperson of SSEF. As the programme evolved, teachers made a concerted effort in ensuring that teaching and learning approaches are adapted to engage our children effectively through the use of modern online and offline technologies. This programme is an important element of Singapore’s bilingualism where Singapore Sikh students are allowed to offer Punjabi Language as the official Mother Tongue. Presently, Primary 1 to A level classes are conducted at Whitley Secondary School and Kindergarten classes at 1 Beatty Road. The SSEF is the institution that administers Punjabi Language education in Singapore.

ਸਿੰਘਾਪੁਰ ਸਿੱਖ ਐਜੂਕੇਸ਼ਨ ਪ੍ਰੋਗਰਾਮ

ਕੌਮੀ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਪ੍ਰੋਗਰਾਮ ਦਾ ਅਰੰਭ ਮਾਰਚ 1990 ਵਿੱਚ ਹੋਇਆ ਅਤੇ ਸਰਦਾਰ ਭਜਨ ਸਿੰਘ ਜੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਹਰ ਸਨਿੱਚਰਵਾਰ ਸਿੰਘਾਪੁਰ ਦੇ ਸਥਾਨਕ ਸਕੂਲਾਂ ਵਿੱਚ ‘ਪ੍ਰੀ ਪ੍ਰਾਇਮਰੀ’ ਤੋਂ ਲੈ ਕੇ ‘ਏ ਲੈਵਲ’ ਤਕ ਦੀਆਂ ਕਲਾਸਾਂ ਲੱਗਣ ਲੱਗੀਆਂ I ਸਿੰਘਾਪੁਰ ਸਿੱਖ ਐਜੂਕੇਸ਼ਨ ਫਾਊਂਡੇਸ਼ਨ ਦਾ ਰਸਮੀ ਉਦਘਾਟਨ ਸ੍ਰੀ ਮਾਨ ਬੀ. ਜੀ. ਜੌਰਜ ਯਿਓ, ਜੋ ‘ਇਨਫਰਮੇਸ਼ਨ ਤੇ ਆਰਟਸ’ ਦੇ ਮੰਤਰੀ ਸਨ, ਦੁਆਰਾ 30 ਦਸੰਬਰ, 1990 ਨੂੰ ਹੋਇਆ I ਇਹ ਪ੍ਰੋਗਰਾਮ ‘ਪੀ ਐਸ ਐਲ ਈ’ ਤੋਂ ‘ਏ ਲੈਵਲ’ ਤਕ ਹਰ ਸਰਕਾਰੀ ਇਮਤਿਹਾਨ ਲਈ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸਫਲਤਾਪੂਰਵਕ ਤਿਆਰੀ ਕਰਵਾਉਂਦਾ ਹੈ I 23 ਜਨਵਰੀ, 2003 ਨੂੰ ‘ਬੋਰਡ ਫੌਰ ਟੀਚੀਂਗ ਐਂਡ ਟੈਸਟਿੰਗ ਆਫ ਸਾਊਥ ਏਸ਼ੀਅਨ ਲੈਂਗੂਏਜੀਸ’ (ਬੀ ਟੀ ਟੀ ਐਸ ਏ ਐਲ) ਦੀ ਸਥਾਪਨਾ ਹੋਈ ਅਤੇ ਤਰਤੀਬਬਾਰ ਪਾਠਕ੍ਰਮ ਤਿਆਰ ਕੀਤਾ ਗਿਆ I ਕੁਝ ਸਮਾਂ ਪਾਉਣ ਤੋਂ ਬਾਅਦ ਇਸ ਪ੍ਰੋਗਰਾਮ ਨੇ ਸੁਰਗਵਾਸੀ ਸਰਦਾਰ ਸੰਤੋਖ ਸਿੰਘ ਜੀ ਦੀ ਅਤੇ ਮੌਜੂਦਾ ਚੇਅਰਪਰਸਨ ਸਰਦਾਰਨੀ ਗੁਰਦਿਆਲ ਕੌਰ ਜੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਦਿਨ ਦੂਣੀ ਰਾਤ ਚੌਗੁਣੀ ਤਰੱਕੀ ਕੀਤੀ I ਜਿਉਂ ਜਿਉਂ ਇਸ ਪ੍ਰੋਗਰਾਮ ਦਾ ਵਿਕਾਸ ਹੁੰਦਾ ਗਿਆ, ਅਧਿਆਪਕਾਂ ਨੇ ਅਣਥੱਕ ਮਿਹਨਤ ਕਰ ਕੇ ਇਹ ਭਰੋਸਾ ਦਵਾਇਆ ਕੀ ਸਿਖਾਉਣ ਦੇ ਤਰੀਕੇ, ਵਰਤਮਾਨ ਤਕਨੀਕੀ ਵਿਕਾਸ ਨੂੰ ਨਜ਼ਰ ਵਿੱਚ ਰੱਖ ਕੇ ਲਾਗੂ ਕੀਤੇ ਗਏ ਹਨ, ਜਿਨ੍ਹਾਂ ਨਾਲ਼ ਬੱਚੇ ਵੱਧ-ਚੜ੍ਹ ਕੇ ਔਨਲਾਈਨ ਤੇ ਔਫਲਾਈਨ ਸਿੱਖਿਆ ਪ੍ਰਾਪਤ ਕਰ ਸਕਦੇ ਹਨ I ਇਹ ਪ੍ਰੋਗਰਾਮ ਸਿੰਘਾਪੁਰ ਦੀ ਬਹੁਭਾਸ਼ੀ ਨੀਤੀ ਦੇ ਅਨੁਕੂਲ ਹੈ, ਜਿਸ ਵਿੱਚ ਸਿੰਘਾਪੁਰ ਦੇ ਸਿੱਖ ਵਿਦਿਆਰਥੀ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਨੂੰ ਮਾਂ ਬੋਲੀ ਦੇ ਰੂਪ ਵਿੱਚ ਸਿੱਖ ਸਕਦੇ ਹਨ I ਮੌਜੂਦਾ ਸਮੇਂ ਵਿੱਚ ‘ਪ੍ਰਾਇਮਰੀ 1 ਤੋਂ ‘ਏ ਲੈਵਲ’ ਦੀਆਂ ਕਲਾਸਾਂ ਵਿਟਲੀ ਸੈਕੰਡਰੀ ਸਕੂਲ ਅਤੇ ਕਿੰਡਰਗਾਰਟਨ ਦੀਆਂ ਕਲਾਸਾਂ 1 ਬੀਟੀ ਰੋਡ ਤੇ ਲਗਦੀਆਂ ਹਨ I ‘ਐਸ ਐਸ ਈ ਐਫ’ ਸਭ ਤੋਂ ਮਹੱਤਵਪੂਰਨ ਸੰਸਥਾ ਹੈ, ਜਿਸ ਹੇਠ ਸਿੰਘਾਪੁਰ ਵਿੱਚ ਪੰਜਾਬੀ ਬੋਲੀ ਦੀ ਪੜ੍ਹਾਈ ਸੰਭਵ ਹੈ I
